The Kingdom signed on Saturday a SR30.815 billion
contract with a Saudi-Spanish consortium for implementing Phase II of the
Haramain High Speed Rail Project.
The deal with Al-Shoula Co., representing the Saudi-Spanish Consortium, was signed by Minister of Finance Ibrahim Al-Assaf and Minister of Transport Jabara Al-Seraisry on behalf of the Saudi government in Riyadh. The signing ceremony at the Intercontinental was attended by Spanish Foreign Minister Jose Manuel Garcia-Margallo and Development Minister Ana Pastor. Speaking on the project, Al-Seraisry said the project was one of the most important transport projects in the Kingdom. "It represents an important component of the railway network expansion program." Al-Seraisry pointed out that overall economic progress, including the success achieved in the transport sector, was a major achievement in the era of King Abdullah. Al-Seraisry added that the railway network is going through a huge expansion program. He lauded the contribution of the Saudi Railway Organization (SRO) and the Public Investment Fund (PIF) represented by Saudi Railway Company (SAR) for their success in this direction. The minister also referred to other expansion programs currently being implemented, such as the North-South Rail implemented by SAR that consists of two branches, one for the transportation of minerals to the manufacturing centers in Ras Al-Khair port in the Arabian Gulf and the other for passenger and freight service, which starts from the border of Jordan, passes through several areas to link up with the Riyadh-Dammam Railway, the Landbridge Project between Riyadh and Jeddah as well as the GCC Railway. Al-Assaf expressed delight over signing the last contract of this important project. He added that it comes within the directives of King Abdullah for the implementation of safe and modern high-speed railways. He noted the project not only serves citizens and residents in the Kingdom, but also Muslims around the world. When completed, it will represent a quantum leap in the Kingdom's transport sector and usher in a new era of high-speed trains for passenger transport, he added. He underlined the importance of the railway link projects being implemented by Saudi Arabia, which will have a great impact on socio-economic development as well as improving the investment environment and competitiveness of Saudi exports. Meanwhile, SRO President, Abdul Aziz Al-Hokail explained that work under this final phase of the project include the construction of railway tracks, installation of signals, telecommunications, electrification system, operational control center, procurement and manufacture of rolling stock, and maintenance of rolling stock and the entire infrastructure for a period of 12 years. Al-Hokail added that all phases of the project have been awarded and their implementation is running according to schedule. He stressed the government's support through public funding has paved the way for the signing of the contract. The Haramain High Speed Rail project, widely known in industry circles as HHR, is a 444-km high-speed inter-city rail transport system currently under construction linking the two holy cities of Madinah and Makkah via King Abdullah Economic City in Rabigh and King Abdulaziz International Airport in Jeddah. The Makkah-Madinah rail link is part of the major railway expansion project, which includes linking Jeddah with Riyadh and Dammam. The Makkah-Jeddah-Madinah rail link is expected to carry more than 150,000 passengers daily during peak seasons, such as for Haj and Umrah.
